It's all very interest-OH LOOK, A BUTTERFLY!
Lore time. :3 Luckily, there won't be many more pages like this for a while, these take a long time for me to write. :/ But nevertheless, here's my clumsy attempt at having Tavi explain everything.
Lyra's question of ponies singing may sound strange, if it involved only singing. But when somepony starts singing (at least in this universe), it gets an instrumental backup, sometimes without any visible band. (I declare that to be a pony thing, just like the "lyrics-empathy" or something like that.) So why do you need to hire a real band when you get it anyway? Tavi explains why. :3
Also, Tavi calls her miss Lyra Heartstrings instead of miss Heartstrings, because Heartstrings isn't Lyra's family name. (At least in this universe.) So I treat the whole of her name as a given name.
Also #2, yep, the two musical ponies mentioned will be(/are) characters as well.

Lyra is distracted so easily here, but to be honest I don't blame her: with all this exposition, I got distracted by the butterfly too.
It's better to show than to tell, I'd really recommend avoiding exposition dumps like this at all costs. Instead of... basically this entire strip, just keep all that information stashed away as a personal memo, with each major point marked either "known" or "unknown" depending on whether it has come up yet. Then, as you tell the story, work it in.
If you absolutely need an exposition dump, don't show the scene in which the characters are talking, instead illustrate the exposition and keep the words as concise as possible.

WALL OF TEXT hits the reader for 15 panels. It hurts. I don't see why Bon Bon warned Lyra about Octavia. She does seem a bit obsessed, but nothing seems to be off here... YET!

I rather like the butterfly bit, because it proves that Lyra can be a little scatterbrained, but still focused.

I always thought it'd be interesting to see the two of them grow closer. Two Musicians against the world and the like. Either way Lyra and Octavia in the same frame are good enough for me. They are my favorite BG ponies.
