EDIT: Now updated for PS Elements 7! This should clear up some confusion caused by different names/placement in the older versions.About:
In this tutorial you can keep your pencil lines and color under them, color within your parameters without worrying about "going out of the lines" and more. There are many ways to set up your art for paint or color, this is just one way.
I keep it bare-bones and as simple as possible. There really aren't any complicated procedures in here so hopefully it's easy to follow.
I used a tablet and one of the pressure-sensitive digital brushes (It's a brush that comes with Elements, not a special download).

Yes. You just create a new layer and draw your lines using the paint brush. Some artists just prefer the pen tool because it's more uniform.

My problem is I don't have a scanner... and I'm trying to draw with my tablet in Photoshop Elements. And it is failing horribly (So horribly I've not put it on my deviant account at all)
Any suggestions? Or do you always do sketches first?

Try sketching it out first digitally, then make a layer over that and "trace" your sketch with the final lines that you want. Then you can place layers under those lines, delete the old sketch, and start coloring.
I always sketch my drawing first whether it's digital or done in pencil.

Yeah I try that too and yet the brushes never want to work for me XD I think it's just I suck at drawing

What brushes are you using? The basic hard-edge round brush is probably the best one. A lot of people also use the pen tool, but elements doesn't have that.
Digital lines are always way harder anyway. It's hard to control them and get them smooth.

I think I was using the blurry edge so I'm going to try switching to the hard edge and see what that does.
And yeah my friend said the pen tool for regular Photoshop but I lack the money (and the computer memory-damn 40 gig Vaio) to get it.

I can't believe how few ps elements tutorials are out there! good to finally find one, thanks! By the way, I've been playing with elements for a while, and I found out that if you double click the background layer, you can turn it into an editable layer. (really pretty racoon, I like it!)

Hmm.. It's hard to say without seeing it.
Did you make a copy of your lineart first and then set that copied layer to "multiply"?
The layers should be lined up like this when starting off:
Top:
Lineart (Copy, set to Multiply mode)
Blank layer (for coloring)
Other layers (for coloring)
Background (for coloring)
or something like that, depending on how many layers you want.
This tutorial also has a lot more layers under and over the lineart which I think is kind of confusing. This [link] tutorial that I made later is simpler (I think). It might also help.

OH MY GOD, thank you SO MUCH! I've been wrestling with layers and coloring, pencils vs. different brushes vs. airbrushes and so on since I got my first pad at the beginning of January and thanks to this tutorial, I've finally gotten the hang of it! Still need practice, but your tips were phenomenal, and so easy to understand! You totally saved my ass. Thanks a million!
