A tablet like mine cost a little over 500 USD.

Nice work, although official Pokemon artwork is never blurred, AFAIK.  So it's best not to blur its foreground foot.

I use a Wacom Intuos Pro, but I first started off with the Bamboo Create which is pretty cheap but they are no longer selling those. So with the tablet they provide now, I would recommend the Wacom Intuos Draw. It's cheap (~$70) and it's perfect for everyday drawing and such. However if you want something better you can go for the Intuos Art which cost about $100.

On step 16 where it says color lines I'm a little confused at what the picture is say what do you mean by choose a color? any color then use the opacity?

just the default brush with density around 96, and set the stabilizer to what fits you best
