The Who class is a time ship operated by the temporal affairs section of Starfleet from the 31st century onwards (and backwards). It is designed monitor the timeline and send in agents to make corrections or investigations where/whenever possible and/or necessary.
The ships exterior is 5.5m wide and 3.5m tall, however the dimensionally transcendental interior is equivalent to that of a Galaxy class. It has 4 omnidirectional transwarp coils and a temporal displacement matrix at it's core allowing the ship to travel virtually any where or any when.
