Member symbols aren't to track people... that's classification. It's like how the government gives everyone a SIN number, or a marital status.
It's not a tracking chip.

every time you apply for something. like a job, an apartment, almost everything you sign a contract. its kept on file but the government has access to any file they see fit to look at.

And that makes it easier for you to access it, know what you've signed up for, have your own personal history. The government rarely accesses all of those files, due to the sheer number of people in a given country. Also, those kinds of documents were the ones that made it easier for my grandfather to map his genealogy.

government... maybe i didn't understand your question. any government offical, elected or a force who takes control of a country who in turn govern the masses of people with rules, laws and so on. (they say the govern the people for their own good).
