I think they're slightly higher up the chain of command than that...Colonels perhaps? Pretty high, but not General level. Platoon leaders, I think, would just look like normal Daleks.

Sadly, never seen Evil
I have of course seen the Black Caps in lots of other Who media, and I really like them. I was disappointed that we didn't see more of those few that we glimpsed in The Parting of the Ways in 2005, and when the Cult of Skaro was revealed in 2006 I was really hoping one or two of them would be sporting the fetching black domes. Sadly, it wasn't to be...

Hmm...yeah, the Cult of Skaro being Black Dalek Leaders (technical term...they're called Black Daleks throughout Evil despite only having the dome coloured like that) would have been rather splendid.
I haven't seen Evil either - except for the first episode. It's one of the tragic victims of the BBC wiping and destorying so much of early Who. The soundtrack, however, exists and has been released on Audio CD. If you can get a hold of it, I would strongly advise you do so. It's one of the all time best Dalek stories, in my opinion.

There were also black-domed Daleks floating around the Emperor in "The Parting of the Ways" as a deliberate homage to "Evil...".
