It's similar to Photoshop. Illustrator is a vector program, a good free alternative is Inkscape.

for the second layer I selected the option for it to be white

Did you make a selection? Otherwise I have no clue why there should be an outline.

Sharpen. That's a PS command, but there is a similar effect in GIMP.

Admittedly, I don't use much from this tutorial any more. However, it definitely helped me take my maps more seriously than I had been, and was a great starting point to learn from.

I tried to do this tutorial using Photoshop, but I couldn't figure out how to work it. But GIMP made everything awesome!

I'm happy that you could use it. PS has the same functions but different names for the commands. You could try to find a 'translator' for GIMP to PS commands.

Hm. There is a 'Text along path' button in the Text tool button. Try this.

I have no clue at the moment. That's why I use Inkscape. It's much less complicated that the option in GIMP. Sorry that I can't give you more advise.

This is extremely useful. One question how do you do stripes?, for joint control etc?

Stripes? Hm, I'll have to take a look at GIMP.
Maybe you could make the stripes on one layer, select the area where you want to have the stripes on the map and than select-copy the stripes into the selected area. I don't know if this works before I've taken acually a look at GIMP, it's just an idea.
