Bug types can't learn fly, some water/flying can't learn fly (or surf, pretends on the pokemon we're talking about)... Then, a wingless bird, a robot and a mouse CAN learn fly...

Genesect and Volcarona are actually able to learn fly, even if they're bug types, and not part flying types!
