Tda chibi Miku wanted something to do without Chibi IA around so we went ahead and did this (mainly to keep out of the Californian sun).Note that there are other ways to do this and it is possible to graft an image of Chibi Miku with her lights on over another image, but that takes a few more steps. Honestly, though, this is a fast and dirty technique that would not normally be used for the most part on a professional project for technical reasons. But we're doing MMD for fun so we can get away with taking some short cuts, right?

Tda Chibi Miku is really easy to find and the LCD screen is in the Accessories folder of my gallery.

It's introduced briefly in the tutorial, but if that's not enough you'll need to find a more detailed explanation from a site that specifically deals with Photoshop. BTW, layer masks are also available in GIMP.
They are very powerful and useful tools, really worth learning more about. Even I find new uses for them on a regular basis and I've been using Photoshop for a long time.

I first know of Mask Layers when using PaintToolSAI, I just don't know what it does exactly

Might be hard to get your head around them at first, but they are really useful. One way to look at them is that they are a permanent record of a mask that only applies to a certain layer.
But that's an over simplification. They offer a lot of freedom for you to work with on a project. It's really hard to explain in words, but once you get the hang of them, they make the workflow a lot easier and smoother.
Suggest you use Google here a bit as they're really worth learning about indepth. I might also do another tutorial on them to show what else they can do.
