The effect doesn't reflect the effect of other effects, there's a technical reason for this, but that's just how it works.

There's this awesome pool stage i got from deviant art. You know the Night Pool stage, right?
Whenever I reduce the working floor to .30 or so....its kinda white. When I set it to more than that...the floor looks like a mirror. Kinda hard

The water level is beneath the floor level, that could be an issue. Really needs a specially made mirror template for it.

But what if my stage is not .x and it's a PMD/PMX? How can I drawn the stage before the effect?

Excellent question. Use the accessory draw order panel to do this - a PMD/PMX stage works fine with this effect. I know this for a fact as quite a few of my more recent stages uses these formats and there are no issues.
There is a tutorial in my gallery explaining how the draw order of models and accessory works. Sorry I don't have the URL handy but it's in there somewhere.
As an additional note, with MMD 9.10 you have even greater control over the draw order.

I have a PMD/PMX stage and am having a lot of trouble. I looked up the tutorial, but nothing seems to work. The working floor is only visible if I turn the display of the stage off.

Try raising the working floor model a 'smidgen' above the ground plane. It is possible that the stage's ground plane is at the same place as or slightly above the ground plane and thus hides the effect model.
To do this (raise the working floor model) - either of these methods work:
1/. In camera view mode - set the widget at the lower right of the graphic display area to read "accessories" then nudge up the MirrorWF model slowly till you see it.
2/. Enter the value of the height you want into the y-axis coord value for the MirrorWF model.
The opposite is true too - you could just lower the stage itself a 'smidgen' until you can see the effect. Sounds like you're using a ripped stage. With a lot of ripped stages, the people who make these rips mess up and you will run into issues like these. Almost every ripped stage I've ever downloaded needed to be 'fixed' in some manner.

There is one more thing you can try - change the accessory model draw order - try using a value of '0' and make sure the MirrorWF effect is at the top of the accessory model list.

Yes. I only just realized that I've never used her in a tutorial. Only Chibi IA. But there are some real advantages to using the chibis. Apart from anything else, they actually do have a size advantage for layout considerations.
