Edit: Easier way to do this, since im to lazy to m ake a new tutorial. I have only done this in photoshop.Click on the character layer while you hold ctrl, it will automatically select the shape, then go up to the layer with the texture and click on the mask icon.

Copy paste, or just drag it over into the drawing you want the texture to be in and it will automatically become a new layer.

Have you like saved it onto your computer? It should open png files or jpg files aswell, try to just drag it into photoshop while you have it open

I use Photoshop Elements 6.0 ;n; and how I have to add textures or a way a friend told me is to make a layer ontop of the color and and make the texture transparent enough so you can see it on the color..it messes up the color and yeah :/ I was wondering if you knew how to textures of that?

You need to use blendingmodes to be able to see the drawing under, I usually use overlay.

What program do you use? If you use photoshop you can just drag the picture over onto your drawing, or you can click ctrl+a (selecting whole picture) then ctrl+c (copying it) and go to the drawing and click ctrl+V (pasting it) it will paste itself on a new layer

I know how to apply, I don't how to make the actual texture you use to apply it to the picture.

Make the texture into gray, you can do this by clicking crtl+u and drag the middle option all the way to left if you have photoshop.

I use sai, and I'm trying diffrent textures on my art, I just wonder what opacity do you normally have the texture on?

sometimes I dont change the opacity, because I use a blendingmode, you can find them in sai aswell somewere.
