finally!! Here's my SFX tutorial(oh dear please ignore my crummy animation in the beginning T_T;;
Hopefully it's helpful

I'm having trouble with the rays of light, I do the polygon tool and use the brush and it doesn't look quite as yours....could it be the pocity on the brush or I am using the wrong brush.

hehe, i'm not a mister
the SFX tutorial and my Coloring tutorial are both Photoshop centralized, Lineart can be any program, but I go into SAI a little bit
I use Photoshop CS4!

Good tutorial for sure. ^^ The water reflection stuff saved me a ton of experimentation. I used it in one of my more recent pieces.
One thing I would say though, maybe include something for distorting the reflection on the water itself since, if the water's moving, the reflection will be distorted too. I found going over it with the smudge tool a few times did the trick but there might be a better solution.

oh ok I added the part where I put the displacement filter onto the reflected drawing too, I do think I made that part too subtle though. XD

One notation... for all of the watery effects, I'd recommend using Liquefy! It's waay faster than funking around with transform and blur and all that xD
