I already have that in the legs but I deleted the bones to see why it was acting up and create new ones but when I check it in transform view it looks perfectly fine its working how it should work but when I go on MMD this happens
It's like the toe bone follows the ankle bone when it's not supposed to and it happens to both legs not just one and the only way to fix it is to drag the toe bone down to make it look normal again on the mmd program

Mis-configured IK-leg bone chain is my best guess as to why this is happening. You might need to rebuild the entire chain. You will have to need to find a tutorial on how to do this; I briefly covered how to do this in one of my own tutorials, but that one might not be the best one for you. Try Googling for a better one that is aimed at beginners, there are good ones out there.
The two part tutorial in my gallery on the subject really only covers the "nuts and bolts" on how to create these structures from scratch rather than showing how to specifically address your issue (plus the example used doesn't cover leg IK-chains at all which are slightly more specialized and you will need specific instructions on how to fix/configure leg IK-chains):

Hello, your tutorial is very helpful but I'm still having some problems:
When I set the values for the IK bones, only the -180.0 saves itself even though the angular limitation button is depressed and no matter how many times I repeat the process, only the -180.0 saves itself and not the -0.5
Please help? T^T

gotta say, all your tutorials are pretty helpful, i had this problem when i tried to get a pmx head with a pmd body... now it works perfectly... now i gotta find me some clothes, and hope i could connect them with the bones properly.

There are a small percentage of MMD models that uses a slightly different IK structure for the legs, in those cases, the fix here probably doesn't work. The chances that you converted one of these models is extremely unlikely as these tend to be PMX models to begin with. On the other hand, may be you did do something wrong; did you follow the instructions precisely?

Finally, a simple, easy-to-follow tutorial for fixing this problem. I'd have sworn that PMD Editor 1.3.9 did that automatically now though.

Thanks so much - with this, the last roadblock has been removed and I have finally been able to convert Alice over to a functioning .pmx version - now all I have to do is rename the duplicate skirt joint that cropped up during the conversion and she'll be good to go!
